KUALA LUMPUR, Malaysian Fed., Sept 24, 2059 - At a meeting of the ITF (Inter-Thread Task Force) Treaty Members in Kuala Lumpur this week, the USSR placed a use-of-force resolution before the ITF Representatives in regards to the Technosphere Reunification plan.
In summary the resolution would call for the Technosphere to implement a Reunification plan only in concert with, and under the supervision of a representative international body which would include the ITF members and be organized under the auspices of the ITF, with a specific provision for joint administration by NATO, the North American Treaty Organization. If the Technosphere moved forward with its plan, ITF members would be freed to take "unilateral or joint action to prevent any actions which would change the current energy web existing between universe threads/shards by enhancing the energy structure of one or denigrating the energy structure of another."
The Soviet Union presented Mathematical evidence that the reinforcement of one shard may constitute a hazard to another. "To say that the reinforcement or reunifcation of one shard is a neutral act is to say that building a dam to the north of a border which keeps water from flowing to the south stopping all agriculture is a neutral act. It is not a neutral act, it is an act of war."
Experts at Penn State said that the Soviet Mathematical analysis generally bore out along the lines of similar work done by the Technosphere and Hive, at least to the point of establishing that the energy structure between threads was linked and that the creation of a "reunification base" would change the statistical probability of continued existence in neighboring or distant threads.
The USSR experts made the following suggestions:
* The "necessity" for saving the Seven Nations is somewhat specious and based in personal political agendas of the Technosphere leadership.. The Technosphere has said Seven Nations is the "closest known thread to prime (0.03 sigma) and will serve as the best available anchor to which other threads might be attached." That does not make it the "only available anchor" and other mathematical tradeoffs which might save more lives by including another thread with a population larger than a small town at the loss of some statistical efficiency have not been adequately studied. This is an egregious and borderline criminal omission on the part of the Technosphere which has put its own agendas ahead of the commonweal of the human race.
* The "necessity" for saving the Technosphere itself is non-existent. The Technosphere has said "Without the security of the Technosphere, we cannot continue to save additional threads." This is nonsense. The work could be continued from any stable city supporting TL7 such as Neo-Tokyo or Kuala Lumpur.
*The "neccessity" for saving the City of Glass while now quite legitimate is a product of political agendism and a poor choice. The location for the City of Glass was not determined by a full survey of all possible locations, and was decided on by the Technosphere Leadership based on nepotistic personal agendas without international consultation. This necessitates actions to save a minor thread with fewer inhabitants than the largest Apartment complexes in Neo-Tokyo because it is politically linked to the Technosphere. This sort of regrettable agendism must never be allowed by the international community again.
USSR Special Envoy to the ITF Varik Sidorov stated in his remarks introducing the measure "the USSR does not oppose reunification. The USSR does not demand to be included in Reunification. The USSR has never had any doubt that it can accomplish stabilization and reintegration with its own resources and sciences base. The USSR demands in the name of all the peoples of the world that the Technosphere be held accountable for playing with the fate of millions in a cavalier and offhanded fashion. Decisions annihilating millions have been made by the Technosphere by panels of random individuals picked more because of political cronyism with the Technosphere and JET leadership than a broad international based. Reunification does need to go foward in some fashion. This last, final, and devestatingly important decision to humanity at large must not be made by a group of narrowly focused scientists who care as much about their own emotional connections to useless and under-inhabited threads than the commonwealth of millions and the future of the human race. It must be decided by a broad-based international group....there is no United Nations in the current world, however the ITF alone and better the ITF and NATO together represent the closest thing to a truely international body that can be assembled in the timeframe necessary. The Technosphere must not be allowed to undertake this action unilaterally, but must be policed by, and carry out decisions approved by, that group."
The Technosphere is signatory to neither the ITF nor NATO treaties and Technosphere leadership had no immediate response to the USSR Resolution.
Voting members of the ITF include the Empire of the Rising Sun, the Hive, The Malaysian Federation, and the USSR. No date for a vote on the resolution has been set, however Malaysia has voiced support, and it seems likely that the Resolution will come to a vote in the coming month.
According to Collegian Political analyst Colby Kerr, the USSR, a formidable TL7 Power with its captial at Sverdlosk and a nuclear-capable Pacific Port at Komsomolsk-on-Amur, has sent private signals in Kuala Lumpur that if the ITF Resolution is rejected it may proceed unilaterally to enforce a freeze on Reunification. The USSR is believed to be capable of military intervention at range, cost gate and mecha technologies. It is unclear whether or not the USSR has an equivalent of the Aerial/Multi-Ton Gate technology developed by ENY and LA, however military analyst Col. William Hart suggests that such a technology could be offset by a high-tech modular assembly system. "Mechs of 24 tons could be brought in in 12 individually mobile pieces and reassembled in minutes. Power Armor Squads and SAM units could easily screen the reassembly site. It's reasonable to assume if you posessed this technology you'd conduct drills and become very proficient in its use. The USSR has the capability to manufacture Econ, and the Radioactives to have quite a lot of it on hand. That makes them a very dangerous power in terms of deployment into a TL7 Environment."
