EEM was created with the purpose build civilian airships, used for cargo and passenger hauling. The company is created and registered under ENY law using factory space in Manhattan and a number of skilled workers who used to build Manhattan designs prior to the civil war.

ENY Announces Airship
Manhattan, July 6 (HNS) - Under the auspices of the newly formed Empire Engineering and Manufacturing (EEM) company in Manhattan and with an initial investment from the Benedetto Family, ENY has announced the maiden flight of the EAS Falcon (FC-100). The Falcon is based on plans and studies of the pre-Event German airship LZ-120 Bodensee. The maiden flight was quite short and substantial additional shakedown flights and tests are expected. It is intended entirely as a passenger and transport vessel.
